Salah Bin Ali Mohamed Abdulrahman, Ministre d&rsquo;\u00c9tat aux droits humains du Bahre\u00efn. La pr\u00e9sidente du Conseil a en effet \u00e9t\u00e9 inform\u00e9e qu&rsquo;une campagne de presse mena\u00e7ant les d\u00e9fenseurs de droits humains \u00e9tait en cours au Bahre\u00efn, et que les d\u00e9fenseurs des droits humains qui ont particip\u00e9 \u00e0 l&rsquo;EPU \u00e9taient accus\u00e9s dans la presse du pays d&rsquo;\u00eatre des \u00ab\u00a0tra\u00eetres\u00a0\u00bb. Mme Dupuy Lasserre a rappel\u00e9 qu&rsquo;une telle op\u00e9ration \u00ab\u00a0[\u00e9tait] inconsistante avec l&rsquo;esprit de la participation d\u00e9mocratique, qui est \u00e0 l&rsquo;origine du m\u00e9canisme de l&rsquo;Examen p\u00e9riodique universel\u00a0\u00bb. Elle a termin\u00e9 sont intervention en citant les nombreux noms des d\u00e9fenseurs touch\u00e9s par la campagne de presse diffamatoire, en indiquant que cela permettrait de s&rsquo;assurer que ces individus ne soient pas molest\u00e9s une fois de retour chez eux, et de suivre si l&rsquo;\u00c9tat du Bahre\u00efn se conformait correctement \u00e0 son devoir de prot\u00e9ger la libert\u00e9 de la presse et d&#8217;emp\u00eacher toute repr\u00e9sailles contre cette derni\u00e8re.<\/p>\n<p>L&rsquo;Arabie Saoudite, le Y\u00e9men, la Bi\u00e9lorussie et le Kowe\u00eft ont pris la parole sous couvert de r\u00e8gles proc\u00e9durales pour, au final, s&rsquo;insurger que l&rsquo;on parle de droits de l&rsquo;homme dans l&rsquo;enceinte du Conseil des droits de l&rsquo;homme. Aucun pays \u00ab\u00a0progressiste\u00a0\u00bb n&rsquo;a eu le courage de soutenir l&rsquo;intervention de l&rsquo;ambassadrice uruguayenne.<\/p>\n<p>On voudra donc bien se rappeler \u00e0 l&rsquo;avenir le courage de Mme Dupuy Lasserre, encore en charge de pr\u00e9sider le Conseil jusqu&rsquo;au mois de d\u00e9cembre 2012. Et tr\u00e8s vite oublier la l\u00e2chet\u00e9 des pays occidentaux pr\u00e9sents dans la salle. Il faut savoir qu&rsquo;au Bahre\u00efn, depuis 2011, les journalistes et d\u00e9fenseurs de droits humains se font r\u00e9guli\u00e8rement assassiner. Qu&rsquo;ils sont forc\u00e9s \u00e0 l&rsquo;exil. Que leur vie et celle de leur famille est constamment menac\u00e9e. Lorsque l&rsquo;Union europ\u00e9enne, si fi\u00e8re de sa politique ext\u00e9rieur en mati\u00e8re de droits humains, ne prend pas la parole, on se sent presque aussi honteux que la d\u00e9l\u00e9gation bahre\u00efnienne, regardant ses chaussures en quittant la salle.<\/p>\n<p>Le silence dans lequel les hommes et femmes meurent au Bahre\u00efn est assourdissant. L&rsquo;ambassadrice Laura Dupuy Lasserre, dans un acte peu polic\u00e9, aux cons\u00e9quences pour la diplomatie uruguayenne tr\u00e8s impr\u00e9visibles, a choisi d&rsquo;\u00e9lever la voix. Cette femme a \u00e9t\u00e9 aussi grande que l&rsquo;Occident et l&rsquo;Am\u00e9rique latine ont \u00e9t\u00e9 lilliputiens. I remind you of the fundamental role played by civil society in the work of the council and of course exercising freedom of expression, assembly and association, which is pivotal to the promotion of human rights and which at times, can include criticism of government action.<\/p>\n<p>Thanks to all of the commitments I have heard about in this proposal I express full confidence in the senior delegation with us today because I know that it will offer all guarantees to those persons identified in the press.<\/p>\n<p>Quite simply I would like to mention them so you can carry out follow up, Dr. Nada Dhaif, Mrs. Maryam AlKhawaja, Mrs. Lamees Dhaif, Mr. Mohamed Al Tajer, Mr. Abdulnabi Alekri, Mr. Sayed Hadi Al Musawi, Mr. Hassan Marzooq, Mrs. Jalila Al Salman, Mr. Isa Alghayeb, Mrs. Alaa Shehabi, Dr. Taha Alderazi and Mr. Faisal Hayat.<\/p>\n<p>That is the information that has been checked on by the United Nations Services. Allow me and I shall give you the floor in a moment to say that irrespective of this information I wish you every success in Bahrain in implementing these recommendations and in this national process that you are currently building.<\/p>\n<p>I hope that you can strengthen confidence amongst the entire Bahrain population, I wish you every success and of course I now give you the floor Minister.<\/p>\n<p><strong>Dr. Salah Ali, leader of Bahrain Delegation:<\/strong><\/p>\n<p>Thank you Madame President. Excellencies, I would like to reiterate once more that as you have just said and after the statement I made myself that there is no party threatening any person having participated in any meetings of the human rights council.<\/p>\n<p>What you have said I believe reflects unfounded allegations. We would like to reiterate our full respect for the human rights council, however today there are also representatives of the civil society of Bahrain here, it&rsquo;s human rights institutions and these persons enjoy free rights to travel, may travel from one country to another in all freedom.<\/p>\n<p>They benefit from all their basic rights and enjoy those rights and I can reiterate what I have just said and indeed I can put forward evidence of the enjoyment of these rights by the civl society.<\/p>\n<p>The information that you have just communicated we believe to be unfounded and I would like to know which party communicated that information to you. If those parties have any proof of what they are alleging I would like to look at these allegations myself. We reject such allegations; we have entered a new phase in the history of our country, a new era, which respects human rights, as I said in my statement.<\/p>\n<p>Thank you for your understanding.<\/p>\n<p><strong>President:<\/strong><\/p>\n<p>Minister I am just sharing press reports with you, I am not saying that these are government threats. My intention was called to the fact that the state does guarantee of those persons who have been intimidated while mentioning that they have been involved in this UN conference.<\/p>\n<p>That is the obligation of the government of state, vis-\u00e0-vis threats from third parties. that is the only announcement I would like to make.<\/p>\n<p><strong>Saudi Arabia delegation:<\/strong><\/p>\n<p>Thank you Madame President, a point of order please. On the issue of referring to the names of members working for NGO&rsquo;s, this is not at all in keeping with the rules and procedures of the council, thank you.<\/p>\n<p><strong>President:<\/strong><\/p>\n<p>Given that the Council has committed to combating reprisals we do feel duty bound to provide guarantees for protection of those persons, thank you for your understanding.<\/p>\n<p><strong>Yemen delegation:<\/strong><\/p>\n<p>Thank you Madame President. Allow me to congratulate the working group and Bahrain for this draft report. We have just heard the declaration made by the President, this is the first time that in this hall, in this council, issues such as this are referred to and these are issues that relate to the sovereignty of states.<\/p>\n<p>This is a precedent in the work of this body, the work of which usually consists of examining and adopting reports. We are not now called upon to review the working of the human rights council and this is why we hope that the discussions and the adoption of the reports will keep to the procedures as they are usually followed.<\/p>\n<p>We therefore request that no such statement be made, even less so coming form the President. It is not up to us to address issues, which do not relate to the Universal Periodic Review or the reports submitted to this council. Thank you.<\/p>\n<p><strong>President:<\/strong><\/p>\n<p>Thank you, you will have noted that this was intended to indicate the concern of the Council as a whole and not simply of the President.<\/p>\n<p><strong>Belarus delegation:<\/strong><\/p>\n<p>Thank you Madame President we are speaking on a point of order. We also share the concern of the previous delegations and we request that you not interpret your role and speak on behalf of the council. The council is made up of member states, if you have any personal position on any issue then that position should be expressed in keeping with rules and procedures. Above all the rules and procedures of the universal periodic review. Thank you.<\/p>\n<p><strong>President:<\/strong><\/p>\n<p>Thank you distinguished representative of Belarus, I now give the floor to Kuwait.<\/p>\n<p><strong>Kuwait delegation:<\/strong><\/p>\n<p>Thank you Madame President. I would like to address the delegation of Bahrain first and foremost and congratulate it on the report that was presented to us.<\/p>\n<p>We also state that your declaration Madame President is a precedent in this council. We believe that this report was drafted by the government, an official report which associated other parties in it&rsquo;s drafting as well and this is why we believe that it is necessary to respect of course the rights and liberties who were referred to as well.<\/p>\n<p><strong>President.<\/strong><\/p>\n<p>Thank you. I do not believe that this is a precedent but at any rate this is a recent decision of the council that dates back to 2011 and I based myself upon that decision.
